Consultant to conduct an assessment on Sexual and Reproductive Health in Luhansk Oblast

About MdM in Ukraine and origin of the request
Since September 2015, MDM has worked on addressing the Humanitarian Emergency situation provoked by the ongoing conflict within Ukraine in the Eastern region. MdM activities have intended to improve access and quality of health care services for vulnerable conflict affected populations in Luhansk Oblast, namely internally displaced persons (IDPs) and host communities in government controlled areas (GCA)s and non-governmental controlled areas (NGCA)s.

Through its current project, MdM specifically aims to:
• Increase access to integrated quality Primary Health Care (PHC) services for vulnerable populations in conflict-affected areas of Donbass – including Sexual Reproductive Health (SRH), Gender-Based Violence (GBV), Mental Health and Psychosocial Support (MHPSS) and referral systems;
• Strengthen local health capacities (authorities, NGOs) to ensure access to health care services for vulnerable populations in GCA.

In effort to achieve these aims, MdM has recognized a need to gather further knowledge on SRH needs and the system of care available in Ukraine in order to develop better programming. In particular, significant knowledge gaps persist on available SRH Services including available educational programs, the level of capacity and knowledge of health workers, and forms of sociocultural barriers affecting the access for vulnerable populations.

In this regard, MdM aims to collect further information through the process of an assessment of needs related to SRH in Lugansk Oblast, GCA. Ukraine. The assessment will require hiring of a national assessment expert, who will work in collaboration with the Medical Coordinator (MDM/DOW) and Mental Health Coordinator (MDM/DOW).

General objectives of the assessment

1. To have a better understanding of the local capacities on SRH– educational system, health system organization, policies, past programs and statistics - in Luhansk Oblast-GCA.

2. To assess at local level (Luhansk Oblast) organization of services and educational system, level of knowledge and skills of health staff and health students, practices and attitudes towards SRH.

3. To provide recommendations for implementation of targeted activities (capacity building, awareness raising, donations and advocacy).

Tasks for the assessment

1. Objective of the project : To have a better understanding of local capacities on SRH– educational system, health system organization, policies, past programs and statistics - of sexual and reproductive health in Luhansk

1. Collect existing statistics on SRH in Luhansk Oblast, including epidemiological data.
2. Get an understanding on how ongoing health reform will impact current system.
3. Collect information on national plans regarding SRH and potential achievements.
4. Collect information and recommendations on past or current programs (from international organizations, or NGOs) regarding SRH (with a focus on capacitating national health staff) and potential achievements or difficulties.

2. Objective of the project : To have a better understanding of local capacities on SRH– educational system, health system organization, policies, past programs and statistics - of sexual and reproductive health in Luhansk


1. Conduct a mapping of public educational structures for midwives, gynecologists, family doctors and feldshers.
2. Conduct interviews with Public Educational Heads to assess SRH integration within family doctors curricula specifically and other Health related students (midwives, gynecologists, feldshers and nurses)
3. Conduct interviews with medical students: family doctors, gynecologists, midwifes, feldshers to assets level of knowledge on SHR.
4. Conduct a mapping of SRH services (including delivery of FP methods)
5. Assess level of knowledge and skills of health staff at selected feldsher points, ambulatories, policlinics and selected hospitals.
6. Assess practices and attitudes towards SRH of health staff.
7. Assess level of knowledge, attitudes and practices towards SRH of general population.
8. Identify potential barriers for people to access SRH services
9. Identify specific vulnerable groups (IDs, conflict affected population, detainees, sex workers, transgender, et.) and assess their access to SRH services.


3. Objective of the project: To provide recommendations for implementation of targeted activities (capacity building, awareness raising, donations and advocacy).

1. To evaluate the needs for a complementary intervention to support SRH system at the educational or clinical level in Luhansk oblast.
2. To identify the needed resources (medical supplies, medications, equipment...) affecting the quality of SR services provided.
3. To suggest what kind of intervention is needed and how and where to implemented in collaboration with MdM Coordination team.

Minimum requirements • An advanced degree with a Health background.
• Minimum of 3 years’ experience of professional working experience conducting assessments on Health.
• Experience working with international NGOS Significant experience in remote and hostile environment
• Excellent oral and written knowledge of English, Russian and Ukrainian
• Cultural sensitivity and political judgment. Experience in managements and establishing assessments in hostile operational environments. Ability to understand and implement methodological rigor in analytical work;
• Good knowledge of MDM Evaluation Policy and evaluation reporting requirements;
• Extensive experience in building and leading strong evaluation and assessment teams and performing relevant quality control and editing;
